Our public finance management (PFM) practice spans full‑cycle advisory: legal system analysis, development of new laws, support to legislatures for passage, institutional set‑up, regulatory drafting, capacity building, and oversight. We also act for market participants—supporting bidders on major procurements and representing unsatisfied bidders seeking redress
We help establish and strengthen PFM institutions—including independent procurement regulatory bodies—by creating enabling regulations, standard operating procedures, compliance systems, and practical toolkits for both regulators and market participants
We evaluate procurement systems for both compliance and effectiveness—reviewing processes, documentation, award decisions, and contract management. Findings translate into actionable improvement plans for procuring entities and oversight bodies.

We have worked directly with governments and through projects supported by development institutions including UNDP, the World Bank, the UK’s Foreign, Commonwealth & Development Office (formerly DFID), USAID, and others.
