Chibuzo C. Ekwekwuo has practised law for more than thirty-four years, with a focus on public finance law, procurement, corporate governance, and public-private partnerships. His work combines technical knowledge of legal and regulatory frameworks with practical experience advising governments, regulators, and private sector clients on governance and compliance.
He is the Managing Partner of A & E Law Partnership, Abuja, where he provides company secretarial and governance advisory services to leading energy clients. These include Elcrest Exploration and Production Nigeria Limited (EEPNL), Oriental Energy Resources Limited (OERL), and their subsidiaries. In these roles, he supervises the delivery of statutory filings, board support, governance reporting, and compliance with the Companies and Allied Matters Act (CAMA 2020) and sector-specific regulations.
Mr. Ekwekwuo is also the founder and former Director of the Public and Private Development Centre (PPDC). During his time there, he led the development of tools that opened up public procurement to greater scrutiny, including the Nigerian Procurement Monitoring Portal and the Budeshi platform. He has worked with state governments such as Anambra, Taraba, Delta and Ekiti in preparing procurement regulations and standard bidding documents.
His experience extends to international assignments. He served as an Independent Verification Agent for the World Bank’s SFTAS programme, reviewing governance reforms at the state level for result-based disbursements. He has also undertaken corruption risk assessments for key national sectors, including ports and MDG-related ministries, and developed integrity plans and operating procedures to strengthen transparency.
He holds an MSc in Public Procurement Management from the University of Turin and is a certified PPP Practitioner. His academic background supports a practice that is rigorous, policy-driven, and grounded in practical outcomes.
Mr. Ekwekwuo is recognised for his steady advisory support to regulators, corporate boards, and development partners. He brings a practical understanding of governance and reform processes, and continues to assist institutions in strengthening transparency, accountability, and compliance.
